I'm really surprised Audi actively neglected this for us here in Canada, yet again in the MY 2018.. It's not a technical or cellular limitation, the A4, A5, Q5 and Q7 all support Audi Connect in Canada.
Take a look at this thread, there is some success out there tethering to wifi, but it requires vehicle hacking.

There is also this thread where theres some discussion on this forum about AC in Canada.

I've actually gotten an OBDEleven, FAKRA antenna and just recently received the radio removal keys from ebay (see this thread
https://www.audiworld.com/forums/audi-a ... 959/page6/) and plan to take the plunge some time this summer.
That being said, as far as I have read, even if you get the car online, the app will not connect to it as our Canadian VIN's are not "enabled" in Audi's database. However, i noticed on a recent check in to the myAudi website (
https://login.audi.com/login/#/en/CA/login) they have done some updates, and there is a PIN there that in theory I will be able to enter in to my MMI once i've made the above adjustments.
But there's a pretty slim chance all this will result in us getting the capabilities these cars come with anywhere else in the world..
